Online Business Banking API

Question

We are attempting to create enroll an organization in online banking and then associate multiple users to the customerID created We create the CustomerID with Q2Enrollment API but when we have multiple users we create multiple CustomerID s for the same org If we have 3 users we call the API 3times The users are created but under a different CustomerID How can we create 1 customerID and associate multiple users
