Accidentally overwriting user data row?

Isn't userID not unique? As told in this question. So if userID is not unique, does that mean in the picture below the currency preference for one user in a FI can accidentally be overwritten by another user in a different FI?

Same goes for say User table delete method only requires user_id? Does it delete all users with that user ID or is userID actually unique?

Hello Draden,
Because every FI has their own DB currency preferences cannot overrite another users in a different FI. UserID is unique per FI, but not unique across FIs. Hope this makes sense.
